It rained so much back in the summer of '28, the low-lying fields flooded, and millions of ducks flew in from everywhere, it seemed. They ate so much grain, it threatened the farmers with ruin. So the county agent decided to offer a cash bounty on ducks. At the meeting he called to explain his offer, one of the farmers asked if they had to send in the whole duck. "No," said the agent. "Just send the bill."
