Reader Phil Konigsberg wrote, "This is a smart operational procedure. Public relations-wise, it is much better to indicate a targeted completion date a few days or weeks past the actual completion date. This way, if there are no unexpected problems or delays the public feels better to see it opening up sooner than 'expected.'"
