FIVE THINGS: No Ticket Settling or X-Mas Tree Fee

1. This is unsettling: The Dept. of Finance has decided not to allow lower fines for those who settle their parking ticket disputes with the city without going to court, reports the Post.

5. That additional 15 cent fee that was to be imposed on each Christmas tree buy has been dumped by the Dept. of Agriculture, because "Conservatives had painted the fee as a tax," said the Daily News.
